CHURCHILL AND SARSDEN PARISH COUNCIL
Summary of the Annual General Meeting held on 17th April 2008:
Present Councillors Martin Bradshaw, Roger Shorter, Stuart Cole, Diane Huffer (Sarsden), Carole Oldman, Mick Webb and Parish Clerk Helen Tomalin Sue Haffenden – Oxfordshire County Council and Neil Owen – West Oxfordshire District Council Residents – 24
Chairman’s Report Martin Bradshaw paid tribute to previous Chairman Keith Willmore who died last year. Achievements this year: Flashing speed sign – New children’s playground – 30mph Speed limit for Sarsden (soon to be implemented) – Drainage problems in Hastings Hill (more work needed). Still to be achieved: Affordable housing – Dropped kerb to post box and All Saints’ Church – Better postal service (it is understood Parish to get new postman/woman shortly) – Bigger main post box. For the future: Better lighting outside village hall – Improvement to area outside lychgate – Layout improvement at junction of Kingham Road/Church Road.
Village Reports Playgroup (Nicky Hall): Soon to move to new facility at Kingham Primary School. Sorry to be leaving Churchill after so long. Village Hall (Stuart Cole): Hall continues to be well used. New groups have started and Committee continues to provide diverse entertainment. WI (Wendy Bridgman): Enjoyed busy year. Refreshments were provided at Village Festival and to four outside groups, as well as cakes for Kingham Fęte. Cricket Club (Oliver Parkinson): Bad weather restricted matches last year. Excellent players and matches lined up for new season. Casper (Susanna Tetley): New playground will be finished soon. More fund-raising still to do. Events Committee (David Chambers): Car Show takes place on 8 June. More helpers welcome. Heritage Centre (David Chambers): Average of twelve visitors per open day last year. Fund-raising underway for museum-grade lighting. Graveyard (David Chambers): Kept in good order by volunteers. Good turn-out for annual clear-up. PCC (Tim Holloway): Devastated by fire at All Saints’. Repairs continue but at a slow rate because of the intricacies of the job. Hope to re-open church in September. Churchill Charities (Anthony Loehnis): Vacancy exists for a Secretary for the Walter & Langston Charitable Trust and Churchill & Sarsden Religious Education Fund. Roundabout & Website (Maurice Norton): Would like to extend Roundabout by another page if PC could provide funding. Ample room on website – suggestions welcome. Lunch Club (Annabel Morgan): Membership 25, with three delivered meals. Grateful to Assumpta & Peter for coming to the rescue following church fire. Book Club (Chris Gowing): Sixteen members split into two groups. Third group may be started. Men welcome!
WODC (Neil Owen): Community Charge lowest in the country. Details of new refuse scheme will be issued shortly. New Witney precinct opening early next year. OCC (Sue Haffenden): Council Tax has risen by 3.87%. Priorities include older people (care centres & carers), higher educational achievement at GCSE level, support for all rural schools and cultural matters (museums, libraries etc).
Crime: Police were invited. In their absence, Martin Bradshaw outlined details from PC’s meeting with two members of the force, reported in March newsletter.
Questions Q: Can’t the new cladding on overhead cables be made to look better? A: Directive from Brussels for health and safety reasons.
